The Social Sector Adaptation Framework recognises that climate change affects people and communities differently, particularly those exposed to poverty, displacement, livelihood insecurity, health risks and disruptions to essential services. Under the NAP, the sector therefore takes a broad approach to building social resilience through 12 strategies and 23 actions. These address health system strengthening, livelihood diversification, social safety nets, resilient school infrastructure and emergency preparedness, while also responding to climate-related mobility, including internal displacement, migration, trapped populations, pastoralism, diaspora, planned relocation and refugees.
The actions include shock-responsive cash-for-work, climate shock contingency funds and adapting the Social Cash Transfer Programme (SCTP) to respond to seasonal climate shocks. The framework places strong emphasis on inclusion, with indicators disaggregated by sex, age, disability and location to assess whether adaptation benefits are reaching those most exposed to climate risks. Most targets run to 2030, while some extend to 2040, supporting longer-term efforts to strengthen social protection and resilience to climate-related shocks.
