Infrastructure and Energy Sector

The Infrastructure and Energy Sector Adaptation Framework addresses the vulnerability of Malawi’s transport and energy systems to climate-related hazards and seeks to ensure that infrastructure investments are designed and managed to withstand increasing climate risks. The framework comprises 10 strategies and 24 actions covering climate-resilient transport planning and infrastructure, as well as resilient and diversified energy systems. Key measures include climate risk assessments for National Transport Master Plan (NTMP) projects, updated infrastructure design standards, flood defences and urban drainage, alongside measures to strengthen grid and mini-grid regulation, disaster response procedures, energy storage, renewable energy diversification and resilient power infrastructure.

Key targets include ensuring that at least 90% of new mini-grids meet climate-resilient standards and increasing decentralised renewable energy systems from 320 to 2,000. Some policy and regulatory milestones are scheduled for completion before 2030, reflecting the need to establish the enabling frameworks for climate-resilient infrastructure and energy development.
