Implementation of Malawi’s NAP requires coordinated action across government, local authorities, civil society, the private sector, academia, development partners and communities. The Environmental Affairs Department (EAD), through its climate change coordination functions, supports the national NAP process, working with sector institutions and established coordination structures, including the National Technical Committee on Climate Change and the National Steering Committee on Climate Change.
Sector ministries and relevant institutions are responsible for mainstreaming adaptation priorities into their policies, plans, programmes and budgets. District Councils and community structures have an important role in translating national priorities into locally appropriate actions through district and community-level planning and resilience initiatives.
Effective implementation will depend on clear institutional responsibilities, stronger technical capacity, improved climate information and early warning systems, and sustainable financing. Increasing domestic budget allocations, strengthening access to international climate finance and encouraging appropriate private-sector investment will be important for moving from planning to action and sustaining adaptation benefits over time.
